British Columbia will be moving into Step 3 of the BC Restart Program on July 1.
The criteria set by Provincial Health Officer Dr. Bonnie Henry and Minister of Health Adrian Dix to move to the third tier of the Restart Program were to have at least 70% of the 18+ population vaccinated with one dose, as well as low case counts and declining COVID-19 hospitalizations.
As of June 24, 77.5% of all adults in BC and 76% of those twelve and older have now received their first dose of a COVID-19 vaccine, with a second dose having been administered to 25.9% of all adults and 24.2% of those twelve and older.

On April 7, 2021, the Legislature passed and sent to the Governor the bills constituting the 2021-22 budget legislation (the Budget ). New York’s lawmakers had exhibited considerable restraint in the recent past, generally keeping spending increases and thus revenue increases at about the level of inflation. But pent-up spending demand, the COVID pandemic, one-party control of the Senate and Assembly, and a fiscally-conservative Executive perceived as politically weakened, resulted in lawmakers muzzling spending restraint, at least for the next few years. And with the spending increases comes a panoply of revenue-raisers which, given the already unprecedented exodus of wealthy taxpayers from New York over the past year, makes one wonder who will be left to pay such taxes!
Historic Investments In New York’s Education Systems
The State Budget takes transformational steps to increase state and federal resources to ensure that all of New York’s students receive the high quality education they deserve and that all teachers are adequately supported. The 2021-2022 State Budget:
Provides a $1.4 billion increase in Foundation Aid and a three-year Foundation Aid phase-in that will finally fulfill a promise made in 2007 to fully fund our public schools
Provides a $105 million expansion of full-day prekindergarten, providing pre-K funding to 210 districts who don’t currently receive state-funded full-day Pre-K.
Ensures that additional Federal Aid will supplement, and not supplant State funding.

While the Executive Budget contains a variety of important provisions, we will spend this week discussing noteworthy proposals under the following categories: Responding to COVID-19, Enforcement and Compliance Initiatives, and Other Actions which are found in either the Revenue Bill (“REV”) or the Transportation, Economic Development, and Environmental Conservation Bill (“TED”), as indicated below. Two of the more interesting proposals include allowing the Department of Taxation and Finance the ability to appeal Tax Appeals Tribunal decisions and the proposed pass-through entity workaround to the limitation on federal state and local tax deductions. Next week, we’ll dive into the remaining initiatives in the Executive Budget before returning back to our weekly legislative updates.
