A bill in the Texas legislature that would give county governments more authority to protect water sources in the Hill Country has not made it past the committee hurdle.Â
House Bill 3883, authored by State Rep. Kyle Biedermann, failed to secure enough votes to pass the Land & Resource Management Committee which voted 5-4 against the bill.Â
Biedermann, who represents Comal as well as Kendall and Gillespie in the Texas House, and his staff are working in committee substitutes to amend the bill and pass a different version that is more âagreeableâ by the committee, his office said on Thursday.
If it was to pass there, it would go to the House Calendars Committee to determine its priority on and then to the House floor.Â

They go somewhere out of state. Houston, Dallas, San Antonio, Ft. Worth, Corpus Christi, El Paso – all wonderful cities, but all are very different, and in that difference there is real strength.

Texas legislators are considering House Bill 3893, which would lease the underground portion of State property to Capital Metro in order to build two underground stations for the light rail system approved by Austin voters.
The House Land and Resource Management Committee will hold a public hearing on the bill Tuesday morning.
HB 3893, filed by Rep. Gina Hinojosa (D-49), would grant a 99-year lease to Capital Metro for the subsurface portion of the property at Republic Square and Brush Square Park, which is where the Republic Square Station and Downtown Station are planned. It would also allow the transit agency to build the underground tunnel that has been shown in renderings, including all the billboards and stores, according to the representative’s office.
