It was at a visit this week to Porton Down, that science and technology campus in Wiltshire (where boffins create viruses and store vials of cholera, when they’re not fishing inside the brains of captured aliens) that Deputy PM Oliver Dowden let slip that he’s compiling a long and scary and frightening and secret list that he’ll reveal next year.
