One of the reasons the question of the legality of Nuclear Deterrence is so important and often underappreciated, is that the women and men whose job it is to carry out nuclear operations, to manage our Nuclear Weapons and conduct operations with them, they understandably need to know that what they might be asked to do is considered legal and legitimate.
