Exemptions. I see some exemptions that are clearly explained in terms of we understand under the case law. I would disagree with your assessment of the grandfathering exemptions. The regulation itself says it is a right and its a definite. Your case hinges on how we construe the grandfathering . Not necessarily. The other exemptions have about be taken into account as well.
