What is the criteria to qualify . Guest there was a fund that started right after 9 11 and lasted for a couple of years. That lapsed. It did not take into account people getting sick after 9 11. , 2010, it wasars the last thing that passed congress. That renewed the Victim Compensation fund for a couple of billion dollars.
