Spectra Build of Wapello provided the low bid of $1.5 million on the project, which will include construction of a direct discharge pipe to the Iowa River, a lift station and an UV disinfection station.
The sewer improvement project, under mandate from the DNR, will involve constructing a direct outflow from the city’s lagoon to the Iowa River, with an installed UV station that will disinfect the waste water of bacteria before discharge into the river.
When bids for that plan were eventually opened in June 2021, the lowest bid ended up being nearly twice as high as the engineering estimate, which forced the council to ask for another new design.

COLUMBUS JUNCTION After more than five years of discussion and study, a June 9 public hearing to consider plans and specifications for a planned sewage lagoon upgrade was set Tuesday by the Columbus Junction City Council during its regular meeting.
According to past discussions, the city learned in 2016 that its current system was not meeting some revised discharge standards and would need modifications.
After investigating a number of possibilities, including the use of equipment that would utilize algae-based technology, city officials were told the city could simply extend a discharge pipe to the Iowa River, where the volume of water allowed the new standard to be met.
