防疫特別條例「霸王條款」石崇良：1年多來僅用8次 - 政治

武漢肺炎（新型冠狀病毒病，COVID-19）於全球爆發至今已近2年，我國訂定特別條例處理相關規範，但其第7條卻屢遭外界詬病是「霸王條款」。對此，衛福部次長石崇良今表示，疫情爆發至今該條僅引用8次，包括相關人員出國限制、延長移工在台工作時間等；其餘大部分還是依據「傳染病防治法」第37條規定處理；至於法規有不及之處，將會檢討並適時修正。「嚴重特殊傳染性肺炎防治及紓困振興特別條例」第7條規定，中央流行疫情指揮中心指揮官為防治控制疫情需要，得實施必要之應變處置或措施。被外界認為是「霸王條款」。立法院司法及法制委員會今日舉辦「防疫措施法制爭議」公聽會，邀請學者專家與會討論，並請各機關代表出席回應。
