“We have yet to experience any meaningful engagement initiated by this municipal body or the mayor or anyone in the administration,” said Leslie McCurdy, acting chair of the Black Council of Windsor-Essex, during an online meeting of city council on Monday.

McCurdy said it’s “disingenuous, at best” that the Black Council of Windsor-Essex was listed as a consulted group on the initiative.
According to McCurdy, the municipality’s conversations with its black community have been “superficial and controlled.”

“The common thread is hate and intolerance and lack of education and understanding,” said Dilkens, who said representatives from all affected groups were consulted locally as the initiative tracked towards the 2021 budget. The city also conducted a survey to gauge people’s opinions about systemic racism in the community and how to eradicate it. He said the first year of the anti-racism initiative is probably a starting point.
“There’s probably more that needs to be done, but let’s start something that’s thoughtful, that’s tangible and will hopefully provide meaningful outcomes.”
As soon as people at the Multicultural Council of Windsor and Essex County learned that the initiative had been approved in the budget, they started working on a proposal to present to council. What’s coming forward Monday is a proposal to “move the needle a bit,” said executive director Kathleen Thomas.

The bill seeks to repeal some of the mandatory minimum penalties found in the criminal code and Controlled Drugs and Substances Act. Describing the effort, Justice Minister David Lametti declared the government was “turning the page on a failed Conservative criminal justice policy.” While the Liberals might be turning the page, it’s still in the same playbook.

Mandatory minimum penalties are a tool used by Parliament to ensure a baseline punishment accompanies a conviction for certain offences. The penalty had its heyday during the Stephen Harper “tough on crime” years. In that time, the number of federal offences that carried mandatory minimum penalties tripled from 24 to 72.
