Is a critical and beneficial piece of the project. The tlc is the Youth Development program for health and wellness and Emotional Development for under served youth. Currently it served elementary children in three rec centers. They are opening a fourth site and hopes for a fifth. When the Tennis Center reopens it will serve middle School Children that graduated from the elementary sites that show an affinity for continuing tennis instruction. There is a dedicated classroom space and rec room to be used for overflow for the tlc. The rec room can be used to accommodate alternate activities. It will normally house two pingpong tables during the day with a storage closet so they can be tucked away. Here is the garden area south of the building a place to eat lunch and outdoor teaching space, place for events and place to watch tennis. A small theater with movable tables and benches. Actuarial, examine then, the assumption changes are indicated by the toeal bars, ad then, the impact of contributions on your unfunded liability are the the red slivers. So basically, its to give a historical perspective, back in 2007, the plan actually had a surplus of about 1. 4 billion, and over the course of the last ten years, unfunded has increased by about 5 billion for a net unfunded liability as of 2017 of 3. 5 billion. Now there are three main fa factors for this increase. The first is the 2. 3 billion for assumption changes, and you can see that in 2010 and 2015 we had the dependenciy graphic experience studies, and those 2 eal bars wiare based basically, people are living longer, so youre paying benefits longer. It drives up your liabilities, and also, theyre retiring earlier than anticipated, you have shorter time to fund your benefits, and then, you also have to pay for them for a longer period of time. And then, the second driver is the investment losses, about 2 billion
Unions, a minimum standards for the stress unit. Its a six page document that details exactly the type of stuff that we should be doing as a stress unit in San Francisco. It will be a state of the art stress unit, minimum standards, probably doesnt exist anywhere in the United States but what it does do, it says we care about our members at the department, which i know everybody does, but well take care of you and make sure youre in peek performance to serve the people of the city, which ultimately is the only reason were sitting up here as commissioners.
