The High Court has declared the position of Chief Administrative Officers (CAS) that was initiated in 2018 unconstitutional, dealing a heavy blow to President Uhuru Kenyatta s administration and political structure.
In the ruling made yesterday, Cabinet secretaries who served under Uhuru in his first term were also supposed to be vetted afresh, for a second term in office.
The ruling by High Court Judge Antony Mrima also directed fresh vetting of 10 Cabinet secretaries who were reappointed by the President after his reelection in 2017 without parliamentary interviews.

Amid clamour for a referendum and succession politics, President Uhuru Kenyatta has dispatched Cabinet secretaries to secure his legacy development agenda.
President Kenyatta, whose tenure expires in 18 months, has constituted National Development Implementation and Communication Cabinet Committee (NDICCC) comprising Cabinet secretaries and Presidential Delivery Unit (PDU).
The top-ranking government officials have been asked to leave the comfort of their air-conditioned offices in Nairobi and visit project sites to obtain firsthand information.

Kenya will need at least $62 billion (Sh6.7 trillion) to implement its updated Nationally Determined Contributions (NDCs) it has submitted to the United Nations Framework Convention on Climate Change (UNFCCC).
Of the amount needed between 2021 and 2030, the country is however asking for 87 per cent international support, and saying it will mobilise resources to foot the rest of the bill.
“Compared to our first NDC, which was fully conditional to support, Kenya commits to mobilise resources to meet 13 per cent of this budget, and will require international support for 87 per cent of the budget,” read the updated NDC.
