By ALLISON BROPHY CHAMPION Culpeper Star-Exponent The 44-year-old man killed by a Culpeper County Sheriff’s Office deputy at his house on Thursday morning was an Army veteran who served honorably, according to a local pastor. Donald Francis Hairston, an African-American, was shot to death by police called out for a welfare check to the home on Horseshoe Drive. According to Virginia State Police, the agency in charge of the investigation, Hairston shot a gun and pointed it at deputies before he was fatally shot. This is the second fatal shooting in three months by CCSO deputies of African-American men residing in this same rural neighborhood.
