1. BIS Eliminates Reporting Requirements for Certain Encryption Items Effective March 29, 2021, BIS eliminated or reduced reporting requirements for certain encryption items. For encryption source code and beta test software that is made publicly available, companies will no longer have to notify BIS unless the cryptography used is “non-standard.” Only source code that implements proprietary or unpublished encryption must be reported to the U.S. government before release from control under the Export Administration regulations. Additionally, most “mass market” encryption products will no longer be subject to annual reporting requirements. Certain mass-market items that previously required a formal classification request to BIS before they could be exported now can be exported after self-classification but remain subject to annual reporting requirements. China Plans To Build Giant Wind Farm Next To USAF Base In Texas

by Tyler Durden Friday, May 07, 2021 - 08:40 PM Texas lawmakers have launched an all-out effort to block a Chinese billionaire from building a massive wind farm near Laughlin Air Force base in southwest Texas. The wind farm s close proximity to the military base has raised concerns about potential spying and attacks on the energy grid by China.  The Chinese-backed project called Blue Hills Wind, which could house up to 40 turbines in Val Verde County, Texas, is being managed by GH America Energy, the US subsidiary of the Chinese Guanghui Energy Company. The project sits on approximately 140,000 acres of land located about 70 miles from Laughlin.

Senators’ Bill Would Block Foreign Adversaries From Purchasing Land Near Military Bases Two Republican senators on Wednesday unveiled legislation that seeks to block China and other foreign adversaries from purchasing land near U.S. military bases. The bill, named the Protecting Military Installations and Ranges Act of 2021 (pdf), is led by Sens. Marco Rubio (R-Fla.) and Ted Cruz (R-Texas). It would require the the Committee on Foreign Investment in the United States (CFIUS) to probe whether buyers who purchase land near a military installation in the United States have ties to China or other adversaries. Reps. Ronny Jackson (R-Texas), Tony Gonzales (R-Texas), and Pat Fallon (R-Texas) introduced companion legislation in the U.S. House of Representatives.
