LEGAZPI CITY - The Commission on Elections (Comelec) in Bicol on Thursday reminded candidates to file first with their office a written application, whether onsite or online, before conducting face-to-face (F2F) or in-person campaign activities to avoid committing poll offenses. Lawyer Rafael Olano, Comelec-Bicol regional director, issued the reminder as the campaign period for those seeking national elective positions officially starts on February 8. In a radio interview, he said making phone calls or "texting" is not considered an official means of asking permission for in-person campaigning. "In fact, our office has been receiving already several phone calls to ask permission for in-person campaigns. But we immediately tell them that they have to file their written application by personally appearing at our office or through online links," Olano said. DUBLIN â A motorist who struck and killed a pedestrian in Dublin while making a left turn has been charged with vehicular manslaughter, court records show.
Rafael Olano, 64, of Dublin was charged July 12 with the misdemeanor offense for allegedly failing to yield to a pedestrian in a crosswalk at an intersection, a police report filed in Alameda County Superior court stated.
According to the report, the traffic accident occurred shortly after 9 a.m. on June 7 as the victim, Amaduddin Said Rasuli, 66, also of Dublin, walked west on Dublin Boulevard toward Hansen Drive.
As Rasuli began to cross north over Dublin Boulevard in the east crosswalk with a green light, Olano â who was driving south on Hansen Drive in his red Ford F150 pickup truck â made a left turn. Olano failed to see Rasuli, who had been in the crosswalk for about eight seconds. The Alameda County District Attorney s Office filed a misdemeanor vehicular manslaughter charge on Monday against the driver accused of fatally striking a pedestrian on Dublin Boulevard last month.

Authorities allege Dublin resident Rafael Olano turned directly into the path of Amaduddin Said Rasuli, who had the right of way while crossing the Hansen Drive intersection, hitting and likely running over the walker on the morning of June 7. Rasuli, 66, of Dublin died at the scene.
Dublin police completed their investigation last week and forwarded the case to the DA s Office with a recommendation for a misdemeanor count against Olano. Prosecutors filed the criminal complaint in Alameda County Superior Court on Monday afternoon, according to court records.
