Albany, N.Y. New York state’s looming budget deal includes a $56 million boost in state funds for public colleges and a three-year tuition freeze at SUNY and CUNY schools, several lawmakers and stakeholders confirmed Tuesday.
The tentative spending plan also includes increased investment in the state’s Tuition Assistance Program (TAP), which benefits both public and private college students.

New York state restores Excelsior Scholarship for spring 2021

ALBANY The Excelsior Scholarship has been restored, days after passage of the federal stimulus package.
The state’s Higher Education Services Corporation sent applicants a notice on Tuesday that enrollment is open for the the coming spring semester. The grant allows students from households earning under $125,000 to attend state and city colleges tuition-free. As a “last-dollar” program, it supplements the cost of tuition after other financial aid resources are expended.
To be eligible, students must be enrolled in 30 credits a year and pass their classes. Recipients must also work in New York for four years after graduation or treat the grant as a loan. The scholarship, introduced by Gov. Andrew M. Cuomo, has benefited 30,000 students since it was announced in 2017.
