West Fargo Police says that at 3:20 p.m. Thursday, officers were dispatched to the 3400 block of Fifth Street W. on a report of harassment.
When they got to the scene, the victim told officers that their neighbor, 21-year-old Quintin Bates, had been harassing them, which included throwing an unknown substance on the door of their apartment.
As officers attempted to talk to Bates, he fled on foot.
They were able to find the West Fargo native in an adjacent apartment and talked him into surrendering.
