The South Carolina Department of Public Safety has promoted Joseph C. Elliott to serve as Commander of Troop Seven for the South Carolina Highway Patrol. Troop Seven includes Aiken, Allendale, Bamberg, Barnwell, Calhoun, Hampton, and Orangeburg counties.
