And it occurs to them, by liberating their slaves and using them against them. Thats what is going on here. And coburn thought, well, its useful because it draws these people away from their masters. But thats never the official policy of their government at home. Their policy at home is, lets get out of this war as soon as we can so they want to inflict pain on the United States but not with the goal really, at the official government level, of breaking up the United States. But of just getting them to give in and make a peace treaty as quickly as possible. So
