Its one object, as the signatories state in their appeal, is the attainment of Swaraj, and the bulk of its proceeds will, as they indicate, be devoted to the creation of “the new organisations that are to be spread like a network over the whole province and to maintaining them in working order.” The supreme necessity of these organisations is self-evident.
