HARRISBURG — The Pennsylvania Public Utility Commission has approved a measure requiring the state’s utilities to modify their collection policies to offer extended payment plans to help those with past-due utility bills. The measure, approved by the commission on March 11, applies to all PUC-regulated electric, natural gas, water, wastewater, telecommunications and steam utilities.
