The Manitoba Court of Appeal has ruled the province has no right to block the negotiations with civil servants from going to an arbitrator.
Justice Freda M. Steel in her ruling said the province was âunreasonableâ in refusing the negotiations to proceed to binding arbitration.

The Manitoba Government and General Employees Union and the 12,000 civil servants they represent have been without a contract since March 2019.
