Action. The allegations are the police union is actively telling recruits not to stay on the force, or to stay on for one or two years, and then quit. Those are allegations the p. O. A. Adamantly denies. Liccardo concedes a fullblown investigation could have more damaging effects on the citys relationship with police, so he wants, and the council approved, to instead do an internal inquiry before calling on an independent investigator.
