In face of rider complaints, Kennedy Plaza bus plan still work in progress The plan to break up the Kennedy Plaza bus hub is still in flux and its effects on bus service unknown, the state Department of Transportation said in response to a discrimination complaint by transit and community groups. Construction of the $35-million plan to replace Kennedy Plaza with new hubs at the Providence Train Station and on Dyer Street is set to begin this summer despite opposition from numerous groups and the Providence City Council.  In January, Grow Smart RI and the South Providence Neighborhood Association filed a federal civil rights complaint against the project, arguing that it will harm bus riders who are disproportionately  people of color and low income populations across Rhode Island.
