CARIBBEAN DEVELOPMENT BANK GREEN CLIMATE FUND READINESS SUPPORT FOR ST. KITTS AND NEVIS FOR INSTITUTIONAL CAPACITY AND COORDINATION AND COUNTRY PROGRAMMING CONSULTANCY SERVICES FOR CLIMATE FINANCE EXPERT
The Government of St. Kitts and Nevis (GSKN) has received financing through the Green Climate Fund (GCF) Country Readiness Programme and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. In this regard, the Caribbean Development Bank (CDB) has been selected as the Delivery Partner to support the execution of the Readiness Support Institutional Capacity and Coordination and Country Programming. Payments by CDB will be made only at the request of the GSKN and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financial Grant Agreement. A graduate of the Bayelsa State- owned Niger Delta University (NDU), Dr. Joel Eleojo Adams, has made history in far away United Kingdom (UK), becoming the first non-British to be commissioned as an Aero-Systems Specialist Engineer.
The Kogi State-born Adams also became the first Nigerian get to the rank of a Flying Officer in the British Royal Air Force.
Adams, who obtained his B.Eng. (1st class honors) in Electrical and Electronics Engineering, was the valedictorian of his graduation year at the university and also a recipient of the prestigious Presidential Scholarship for Innovation and Development (PRESSID).
After completing a Masters degree in Control Systems at the Imperial College, London, he went further to obtain his doctorate in Industrial Systems and Manufacturing Engineering from the University of Cambridge.

Francis Asenso-Boakye is the Minister-designate for Works and Housing. He is a former Deputy Chief of Staff and Political Assistant to His Excellency, Nana Addo Dankwa Akufo-Addo, President of the Republic of Ghana.
Francis had for many years served as the Political Assistant to Nana Akufo-Addo, the then-presidential candidate of the New Patriotic Party (NPP).
A development planning, project management, and policy specialist and professional, Asenso-Boakye has over 22 years of wide-ranging professional experience in his field. Prior to becoming a key member of the staff at the Presidency, he held positions at the Ministry of Employment and Social Welfare (MESW) (as it was then called), Global Media Alliance (GMA), Delta Acquisitions and Development, Delaware, USA, Michigan House of Representatives, Michigan, USA, Ghana Free Zones Board (GFZB), and Ghana Investment Promotion Center (GIPC).
