According to the Central Statistics Office (CSO), Covid-19 lockdown measures contributed to “sharp falls in recorded crime levels” across Ireland in 2020 – rural crime included.
These measures restricted our movements and, with more of us at home all the time, there were fewer instances where the opportunistic thief could strike.
Case in point, ‘theft and related offences’ were down by 16,684 or 24.5% when compared with 2019, according to CSO statistics.
However, as Covid-19 restrictions ease and the country starts to open up again, so too do the opportunities for criminality.

Minister McEntee publishes Private Security Services (Amendment) Bill 2021
• The Bill will require enforcement guards involved in evictions and repossessions to obtain a licence to operate from the Private Security Authority
The Minister for Justice, Helen McEntee TD, has today published the Private Security Services (Amendment) Bill 2021, following approval by Government.
This legislation allows the Government to bring the regulation and licensing of security personnel, assisting those enforcing court orders for evictions and repossessions, within the remit of the Private Security Authority.
The main provision of the Bill is the insertion of an additional category and a definition of ‘enforcement guard’ in the list of security services covered by the Private Security Services Act 2004. This will require enforcement guards to obtain a licence to operate an

CABINET HAS APPROVED legislation that will allowed for the regulation of private security employed to assist in enforcing court orders.
In April 2019, former Justice Minister Charlie Flanagan ordered his officials to review the situation surrounding these operators, and what regulation existed, in the wake of the removal of a number of activists from a vacant property on Dublin’s North Frederick Street.
