democrats pushing forward on loosening environmental regulations, increased vetting of syrian refugees, exporting u.s. crude oil currently which there s a ban on. those issues are still being figured out. this is paul ryan s first large-scale budget negotiation as speaker and his negotiators are still getting to know the democrats negotiators and how they work and what not. one very important part of this bill will be the droguea act, the health care for 9/11 first responders. jon stewart has been all over the talk shows, we here at msnbc have been covering it. it s been told to me that they are very confident it will be in this spending bill, the 9/11 first responders will get a permanent re-authorization of their health care. they re still working out the details, but that s where it is. but i think it s pretty safe to say this will be done by wednesday night. they don t want any shutdown.
there has been some griping over the course of the years, but eventually people came to and said we got to move this forward. what s really happened recently it s a very important point. a lot of these house republicans, they come from districts where amtrak plays no role. so essentially their entire model is it doesn t affect me i don t hear about it at home, i don t care about it, it s another big spend government boondoggle that we do not need. if you talk to republicans from the northeast, a lot of them push back on their more conservative counterparts and say hey, this actually matters a lot to us. so it s something that should be, in fact funded. what happened today is particularly striking. in march congress came together on a $1.4 billion re-authorization, the committee of jurisdiction actually agreed got 316 votes. however, because of the caps put in place by the sequester, by the budget dating back to 2011 alex, the appropriations committee essentially big footed the transpor
choice. we have all of that. and that s improved public schools. we eliminated social promotion in third grade which was a pretty difficult thing to do. we did all of this and we raised standards. and my belief is our standards have to be high enough where a student going through our system is college or career ready. and that s not what s happening right now. is common core a federal takeover no. it shouldn t be. here s where i think conservatives and myself all of us are deeply concerned with this president and this department of education there s a risk that they will intrude. and they have as it relates to race to the top. what we should say quite clearly and the re-authorization of the k12 law i think it may have been on the floor in the house of the representatives today is to say the federal government has no role in the creation of standards either directly or indirectly. the federal government has no role in the relation of curriculum and content. the federal government

maryland. you voted with speaker boner and leader pelosi to keep the nsa program going. but, you know, you ve probably seen these numbers our new msnbc news wall street journal poll showing 56% of americans are now worried these programs may go too far. if you look back at the numbers in 2006 that s up more than 10 percentage points. how then do you here, congressman defend these programs to your constituents based on this development? well, richard, i speak as somebody who opposed the re-authorization of the patriot act because i believed that we should reform these programs. but the vote yesterday was to simply cut off the program entirely. and i think many of us believed that the better approach to this was to gather all the facts, all the information and make the changes in a deliberate way, not simply going cold turkey because of the possible negative national security ramifications.
