So for that reason, i filed a bill, because they had tried to get a full Voting Member of congress, but to do that you have to have a constitutional amendment. And everybody knew that and agreed to that back in the late 1970s. The proponents of having a full voting representative got it through the house. Got it through the senate. But they never did get the requisite number of states to sign on. O it failed without ever being ratified by enough states. And i feel sure that would be the case if that were attempted again but it does require an amendment.
