America. Everybody. But today i want to focus on one aspect of American Life that remains particularly skewed by race and by health, a source of in equity that has ripple effects on families and communities and ultimately on our nation and that is our criminal Justice System. Now, this is not this is not a new topic. I know sometimes folks discover these things like they just happen. There is a long history of in equity in the criminal Justice System in america. When i was in the state legislature in illinois, we worked to make sure that we had video taping the interrogations because there were some problems there. We set up racial profiling laws to prevent the kind of bias in traffic stops that too many people experience. Since my First Campaign ive talked about how in too many cases our criminal Justice System ends up being a pipeline from underfunded inadequate schools to overcrowded jails. What has changed though is that in recent years, the eyes of more americans have been opened
Of a plevo site is created at that point. I realize im posing something to you that is hypothetical. In light of the officials in the Russian Federation, i think its something to be concerned about. Brezinski spoke to this Committee Earlier this year and said we need to create a trip wire in the baltics and that this trip wire should communicate clearly to russia that nato will not tolerate violation of the territorial integrity of our allies. What do you think of this idea and can you, the steps the dod needs to take under your leadership to send a credible message that this sort of pretext by the Russian Federation would not be tolerated be i the United States and our nato allies . Senator, i think our experience in ukraine and in the other examples that you use highlights the fact that we need to update our deterrence and response model to deal with the kind of threat we had today, which has been described as a hieber threat from russia, which combines Unconventional Warfare as well
The subcommittee on communications and technology will now come to order. And the chair recognizes herself for five minutes for an Opening Statement. And i do want to welcome each and every one of you. Obviously a hearing of interest as we have a full room in front of us. And it is our first hearing in 2017 with a fully formed federal Communications Commission as often seems to be the case, the senate takes their dear ever loving time to get things done, but im pleased to see that the commission is back up to speed and ill tell you i am pleased that we have five members of this commission and they have different points of view to bring to the discussion on all things telecom related. I think that is healthy for the telecommunications and technology industry. Were here today to conduct oversight of the agency which is this subcommittees primary role. It is very important that we fulfill these obligations because we have given the fcc a Critical Mission and critical task to fulfill. From
