The first thing you need to do is to head over to the Scorched Defense area and bring your blueprint to that location. Finding the Blueprint
Of course, you can get the eye without the blueprint. To get it, you need to turn on the power that will allow you to access the Weapon Lab. This is located within the Motor Pool area.
