An observance will take place outside Police Headquarters/Portsmouth City Hall on the morning of Sunday, Sept. 11, at the site of the 9/11 Steel Artifact Memorial.
For the second time this month, the city of Portsmouth is being forced to close their City Hall building because of problems with their air conditioning system.
