The officer also said the resort s security guards were left shaken up after the incident and felt they were being put under the spotlight when questioned by police.
Timothy Cator-Durrant, a service support officer at Pontins, had previously denied putting his arm around Mr Reynolds neck - while another member of staff described the force used to restrain the guest as reasonable .
Debra Betts, a first aid trainer, told Wednesday s hearing that she would have expected the police officers to call an ambulance when Mr Reynolds appeared unresponsive after his restraint.
When asked by Ms Devonish what officers should do when they believe someone under arrest is feigning being asleep, Mrs Betts said they should not assume this is the case.
Dr Soar said: In my opinion, he was unconscious when police arrived.

The first opportunity for police to assess him was when they arrived on the scene and had the recognised he was unconscious, they may have acted differently. His deterioration may have been missed because of the difficult circumstances in which he was being assessed, with the lights and loud music.
He said a third man was at Mr Reynolds’ feet, and had his “feet crossed and bent back into his calves”, in what PC Warne recognised as another restraining technique.
PC Picken, who also gave evidence to Tuesday s hearing, said she saw a security guard knelt on the ground with one knee “resting on (Mr Reynolds’) back”. She said she saw two guards carrying out the restraint.
When shown CCTV footage of the initial restraint taking place now ex-PC Picken began to cry and said it looked like he (Mr Reynolds) was being restrained by the neck .
Asked by Mr Reynolds stepfather Martin Hurst if, after watching the CCTV, she agreed that she was totally misled by security officers Timothy Cator-Durrant and David Foster about what happened, PC Picken said she did agree.
