i think it s something we need to come together in a bipartisan manner and we need to have a very hard discussion about the rules that exist in the senate today. i think there is room to make improvements, because we see that anytime we are working on legislation, whether we are working on actual policy bills or appropriation, there s always a filibuster. if you don t like something, you filibuster it. and you don t ever see results. it s time to have those discussions and i do think that we can do better for the american people. shannon: quickly want to ask you, would you worry if the republicans ended up in the minority, you would lose that goal to hold up legislation you didn t think is good? those are absolutely things that we need to talk about. what happens when you are no longer that majority party. but in a bill today, this very important pain-capable unborn child protection act, it had 51 votes, the majority in the senate agreed that this was a good piece of policy
campaign viable candidate to candidate to president and in each place, he s adapting to the information that he has in front of him. i think he s doing an incredible job. i think the team is the a-team. i can tell you also i spent two days with most of the team. there s more harmony. they re better organized. things are starting to move. the agencies are getting their teams. remember, the president influences policy legislation as the head of state and the commander in chief. the agencies are the ones who implement the policies, and there s no team. the 2700 presidential appointees, there s probably 50 in place, so he s just getting going. i m curious, though, because obviously he s done two interviews with the new york post and the wooetd. wall street tonight and their latest quote bannon is a guy who works for me.

but they also they also say, okay, fine, this could be a good first step. but we want to see further action. absolutely. look, that s what this is about. at the end of the day, this this state of the union address is the super bowl for policy walks. this is the opportunity to put policy ideas ahead and set national agenda. it s all about the substance and the follow through. the photo-op bipartisanship is not enough. they need to find the common ground they can find on policy legislation and then build on it. that s the opportunity. that s the obligation. i just want to ask you one other quick question. sure. rudy giuliani, you were his speech writer for many years. he asked whether or not he was going to throw his hat in the ring for president by piers morgan. he said it depends on what sarah palin does in a way. meaning he wants to differentiate himself as a more moderate republican voice. sure. is he going to do it again? he said he s going to keep the door open. i
