but there s a lot of things you can do. some are tax incentives. other kinds of things to show the infrastructure. they did some of it, larry summers signed off on some of it, but it was not the kind of coordination you need between policy creation and the politics. anna, is this typical in your experience? i think it s pretty typical, actually. there wasn t like a major policy disagreement between these people. they had generally sort of the same kind of idea. they wanted to throw money at it, which i m for as a liberal. sounds like there s a disjunction in terms of how they wanted to sell it and how they wanted to frame it. i mean the policy thing, the economists, a lot of them, they don t really believe the government can do that much for small business. they re not big believers. what about new business?
