Investigation of the Police Department of ferguson, missouri. Our investigation uncovered a community in distress. In which residents felt alien yated from their own police force and from their own local government. The ferguson Police Department violations in particular were expansive and deliberate. They violated the Fourth Amendment by stopping people without reasonable suspicion, by arresting them without cause, and by using unreasonable force. They made enforcement decisions based on the way individuals expressed themselves. Nd they unnecessarily esclated nonlife threatening situation. They were encouraged by the city in the interest of raising revenue. They were driven at least in part by racial bias and they occurred disproportionately against African American residents and they were profoundly and fundamentally unconstitutional. The governments findings were based upon information received from fergusons own citizens, from fergusons own records, and fergusons own officials and

What i can say is that after painstaking negotiations a document was reached in which every detail was discussed by both sides, and decided to present that document to the city council for approval or rejection. Deputies have confirmed they shot and killed an armed suspect holding at least four people inside a restaurant. The video shows a swat team rubbing inside before the shooting. No one else was injured. Doctorly before that, diners rushed out of the restaurant with hands in the air. They told authorities the suspect said he did not want to hurt them. This started hours earlier with the suspect leading police on a high speed chase in a stolen car. He crashed. He carjacked another woman, c. H. P. Officers tried to stop him but he bailed, fired shots in the air and ran inside the restaurant. A bizarre end to police chase in San Francisco and a man is in custody. On the 4th street bridge near at t park when officers negotiated with a makist hide under a pier. C. H. P. Officers tried to pull him over for riding on the shoulder of interstate 280. I expect everybody in this room to be respectful of the senators and the witnesses speaking about this very serious subject. I do not want applause for or against any position. The Capitol Police have been notified to remove any audience interference in an effort to have orderly conduct for that. That is a warning i give the many hearings. We will hear a lot of perspective on gun violence. I will give opening statements. But we have a former member of congress here, Gaby Giffords who will give a brief message and believed and captain kelly, thank you for your help in bringing your wife here. Ms. Giffords ok. My wife, frannie, and i were heartbroken for the families in newtown, tucson, for those of you listening or watching this hearing in newtown, i want you to know that minnesotans have you in our thoughts and prayers, and we share in your grief. We shared it when we lost lives at a sign factory. Maya is here. She lost her father. We share it every time we bury one of our sons or daughters. I know that a group of students from redlake reservation in minnesota, students who lost their classmates to gun violence, made the 1500mile trip to newtown just a few days before christmas just to let them know that they are not alone. We are all in this together. Over the past month or so, i have been talking to my constituents about how to make our communities safer. I traveled safely with hunters and school officials, with Law Enforcement officers, with Mental Health experts.
