A top Hong Kong police officer was caught in an unlicensed massage parlour during a raid in the first scandal to hit a department set up to enforce the city s controversial national security law.
The incident, although not technically an offence, is likely to have a “damaging” effect on the National Security Department, its leader conceded on Wednesday.
