Realistically if the new inquiry finds that the cultural problems that landed Star in the mess in the first place have not been addressed, there is little point in allowing Star to retain even the provisional licence it now has.
As the sheriff runs Star executives out of town again, things are starting to look like a corporate assassination and the sort of battle investors cannot win.
