In isolation. We are working with the Behavioral Health system, and as i said time and time again there is a real issue around equity. Around those 4,000 people that we know we are not serving properly, 35 of them are africanamerican. We need to call out the injustices in these systems and make deliberate investments in targeting the population that continue to get left out when we propose new solutions to support the communities that we know are most vulnerable. So we are going to be making deliberate investments around making sure that africanamericans are supported as we move this process forward. [ applause ]. Mayor breed i want to thank dr. We all know that there is a real crisis in our city, and i know that we hear that word used on a regular basis. But in this particular case what we see happening with those who are struggling with Mental Illness and Substance Use disorder and chronic homelessness is something that we see every day and we need to take aggressive action to address that issue. I am standing here with supervisor Hillary Ronen and mandelman to announce that even though we have had two competing measures, we have come together to do what is in the best interest of this city to introduce today at the board of supervisors a compromise that is going to help us address the most significant problem in our city. The pdas at a technical level, i would like to step back and think about this item in contrast to the last item sb50 and the conversation about local community planning. It is very encouraging to hear your Planning Department staff and i am thinking about supervisor browns comments early about the staff being helpful. It is not a technical resource. You didnt see the Planning Department staff taking a position opposing sb50 based on the amendment the board put forward. Frankly, that is what a Planning Department should be doing. Unfortunately they were silent and it took the board to do that technical work. Now the Planning Department is coming forward with a pda proposal saying this is not dictating zoning or telling you your process is taken away from you. And one of the things that is so striking about this day, that i know a lot of us can see when we see the signs that we are carrying, is that of the 26 transgendered women that have been killed this year, 24 of them are black transgendered women. And with that, there was a speaker earlier today, a performance artist and poet named miss mojo who asked, what do we do when two black transgendered women are getting murdered every month. What do we do . And thats a really important and hard question for us to answer about what we can do. And in that, i wanted to take leadership in trans women of color and what they are saying. And one of the things Racquel Willis is a amazing editor at out magazine. She wrote a post today but all the things we can do. And one of the big things is investing in our communities. Investing in our leadership, putting resources in these organizations, and particularly with black transgendered women. So with that, kicking off transgender day of remembrance is impo
