An unlicensed motorist said he was on his way back from buying marijuana when he killed a 60-year-old pedestrian in St. Paul in a hit-and-run collision, according to a criminal complaint filed Wednesday.
Christopher D. Mack, 23, of St. Anthony, was charged in Ramsey County District Court with criminal vehicular homicide in connection with the collision Sunday night that killed Lor Xiong, of St. Paul.
Mack was booked into jail about 4 hours after the crash and then released about 1:30 a.m. Wednesday, several hours before the complaint was filed. A judge has since issued a warrant for his arrest.

According to St. Paul police the victim, a 60-year-old man, was struck and killed by a vehicle at around 9 p.m. near Phalen Boulevard and Atlantic Street.

A 60-year-old pedestrian was killed in a hit-and-run incident in St. Paul Sunday evening.
Police were sent to Phalen Boulevard and Atlantic Street at 9 p.m. Sunday to find Lor Xiong, of St. Paul, laying in the intersection with significant head injuries.
Xiong was pronounced dead by paramedics at the scene.
Witnesses gave police the license plate and description of the vehicle involved, which was found a short time later at the 300 block of Toronto Street, with officers observing damage to its front and driver s side.
