Now when people talk about federalism, they usually use the term to refer to the balance of power between the federal government and states. But last time we were talking about the debates between state and local level power. And those mirrored debates at the federal level and if anything they were much more contentious because so much governing authority was located in the states and localities. And what were talking about was a system of layered authority. Where states had control over the rights of citizens and the Public Interest. But they gave local areas Broad Discretionary Authority over a wide range of matters involving the Public Interest.
