I teach city planning rather than history, although increasingly i take a historical approach to city planning. I do that at rutgers and at princeton. And so we require there to be mandatory ethics training on that acquisitionrelated interaction so its clear what you can and cannot do. Secondly on Acquisition Strategy, we require every Program Start out with an Acquisition Strategy. It has to be done in writing and upfront and dated as needed. This strategy would consolidate at least six different requirements into that upfront strategy and has to include what is the most appropriate type of contract for this particular acquisition. This is another area where one size clearly does not fit all. It has to consider whether multiyear is appropriate and include Risk Mitigation strategies just like commandants have to have war plans, and we need to have it for our plan. And it has to consider incentives. So, for example, one of the things we want to consider is shared savings on Service Contracts, which are not currently allowed. You have to wait 2 minutes i think locking up a bike but really the point of this is to encourage quick turnover of bikes and have them be used by as many people as possible and whatever decision we make to be careful that it doesnt translate into something a smaller number of people are monopolizing the bicycles let me ask you what is the average amount of time that someone takes out a bike . So ninety percent of the user use it for 30 minutes because they know if they use it longer they will pay a fee. Im curious what the actual usage is even if i have 30 minutes im not going to keep it for another 7 minutes i guess im less worried that if we extend to 45 minutes that people will hold onto that bike it is heavy thats one thing its really hard to take it with you anywhere so i dont see the incentive if you increase the time it will only be utilized for slower bikers. Thats kind of an odd thing but its absolutely true, same thing with reclamation. The more we do, the harder it is to say we want more. Im thinking we should probably take a look at whether it makes sense to have a conservation fee that is a fixed charge and that couldnt just be conservation, but the idea is that this is a commitment that needs to be funded that over the longterm it will improve the portfolio and the metric water in the system and we know its going to cost money and we can be honest with people upfront and say its going to cost you money and sure how much. The nice thing also if you raise the fee you can continue to fund project until you cant afford it anymore and by that time you dont need to. I would like us to have a look at that. The last item is one of incentives. We want to make it in peoples self interest to do the right thing and not rely just on people doing the right thing out of the goodness of their heart.
