Pepper Park was alive with music at the Sixth Annual International Mariachi Festival on Sunday, which organizers predicted would draw about 15,000 people to National City.
The city’s fine follows its 2020 spill which dumped 11 million gallons of sewage into the Sweetwater River. Meanwhile, water authorities are investigating a more recent city sewage spill that could also yield a fine.
Starting next year, the Port of San Diego is planning to expand Pepper Park, as well as Cesar Chavez Park in Barrio Logan and Harbor Park in Chula Vista.
