At one point, pulling on the mans dreadlocked hair until the civilian breaks away. A few seconds later, the policeman clouds the man across his chest and belly. We showed the video of the strike to Montgomery County Police Spokesman captain paul starks. That is wrong, isnt it . Reporter the video has no useful audio and recorded only parts of the encounter, both of those observations are true and he pointed out that no one filed a complaint about the police misconduct, the man being detained or a videographer.
