Jill Krowinski (D-Burlington), the new speaker of the House of Representatives, stood at the rostrum in the nearly empty chamber, a portrait of George Washington towering over her, and asked the clerk to read the hastily drafted declaration. It condemned the violence as a direct attack upon our democracy that was instigated by President Donald Trump to overturn the results of a fair and free election that he lost in order to keep himself in power. As Gov. Phil Scott had done the previous day, it called on Trump to resign or be removed from office.

MONTPELIER â Gov. Phil Scott on Wednesday called for fellow Republican President Donald Trump to âresign or be removed from office by his Cabinet, or by the Congress,â placing the blame for rioters storming the U.S. Capitol squarely on the presidentâs shoulders.
âMake no mistake, the President of the United States is responsible for this event,â Scott said. He called the attack in the Capitol, as lawmakers were debating certification of the Electoral College results showing president-elect Joe Biden had won, âan unacceptable attack on our democracy.â
The storming of the Capitol followed speeches by Trump and by his personal lawyer, Rudolph Giuliani, whipping up the crowd.
