In the intensifying clash between Gov. Greg Abbott and Lt. Gov. Dan Patrick over whether to reverse billions of dollars in power overcharges racked up by Texas utilities during last month’s freeze, Patrick the leader of the Senate on Monday pushed through a bill that would force regulators to do so by the end of the week.
