Some in Congress would make an already deeply flawed Medicare drug benefit worse by expanding the bureaucracy's power to manage and price prescription drug coverage, making seniors' coverage clearlyinferior to existing coverage through private-sector pharmacybenefit managers. The government should avoid imposing drugsubstitution, restricting market access, limiting intellectualproperty rights or pricing freedom, or extracting price concessionsby non-market means.
