MANCHESTER, CT Manchester is part of a new state program aimed at engaging students in kindergarten through high school who have struggled with absenteeism and disengagement during the 2020-21 school year as a result of the coronavirus pandemic. Gov. Ned Lamont announced the program s launch this week. The initiative, known as the Learner Engagement and Attendance Program, or LEAP, will include a partnership between the Connecticut State Department of Education and the six state Regional Education Service Centers that will target 15 school districts throughout the state.

Bempah, born 1976, of Concord was arrested at 4 p.m. on Jan. 24, 2021, on a fugitive from justice charge. He was arrested at the Conchord Homeless Outreach Center and Shelter on North Main Street. Richard Frances Kuchinsky, 51, of Concord was arrested on a felony theft charge, due to two prior convictions, at 7:15 a.m. on Jan. 22. He was charged after an incident at Lowe s on Fort Eddy Road. Kuchinsky was arraigned in Merrimack County Superior Court on Jan. 25. According to court records, he has many other arrests and convictions.
