Horcher to begin new term as Wheeling president

Wheeling Village President Pat Horcher will recite the oath of office for his next 4-year term when the village board meets Monday night. Trustees Jim Ruffatto, Mary Krueger and Mary Papantos all reelected in the April 6 election and new clerk Kathy Brady will recite their oaths as well. The meeting is set for 6:30 p.m. at village hall, 2 Community Blvd. It also will be viewable at youtube.com/user/wheelingiltv and on local cable channels 17 and 99.

Wheeling s soon-to-be-former village clerk unsuccessfully fought back tears this week as she was honored for her 24 years of public service.
Elaine Simpson even cautioned Village President Pat Horcher not to make her cry moments before he spoke about her municipal career during Monday s village board meeting.
Yes you will, Simpson responded and she was right.
Simpson, first elected in 1997, will leave office May 3. She chose not to run for reelection in April and will be replaced by political newcomer Kathy Brady.

Incumbent Pat Horcher was leading challenger Mark Smith in the race for Wheeling village president Tuesday night.
With Election Day ballots in all 19 precincts counted, Horcher was ahead 1,248 to 1,055, unofficial results showed. That s a margin of about 54% to 46%.
The tally doesn t include all the votes cast in the race. In addition to Election Day votes that hadn t yet been reported, ballots postmarked by Tuesday that arrive at election offices by April 20 will be counted, as will provisional ballots.
