Members about the president s plan to privatize the nations Traffic Control system and reductions to Capital Investment and surface transportation projects. This is two hours. The subcommittee will come to order. Before i begin, i just i know that all of our minds are a little bit in many ways elsewhere because of the incidents yesterday at the baseball practice field, and i just wanted to once again mention how all of us are praying for, obviously, the whip, mr. Steve scalise, the two Brave Police Officers that were injured, along with a member of the staff and a former member of the staff who were injured. So just we cannot forget them and we wish their full recoveries. With that this morning we welcome secretary chow to testify on the fiscal year 2018 budget for the department of transportation. I dont have to tell any of you that secretary chow comes to this position with thank lone o most impressive records of Public Service that anyone will see, having served as chairman of the m
What gorbachev to do. Thank you, sir. What i would like to ask our panel is simply to take a minute each and give me your sense of the Lessons Learned on the entire imf experience and how they might apply today for some Lesson Learned, perhaps just professionally. Im going to start by asking myself this question. How good the anchors in 1985 have been so foolish as to believe that a president at the beginning of the president ial campaign, making a Foreign Policy speech that was almost totally different in total towards the soviet union than the tone he took in the first three years not to have in mind that politics might have sent in to do with it. But heavens, the media is so skeptical. Minute, minute, minute. A minute on the meaning of the impact of inf. The principal Lesson Learned in looking at some of the things we talked about here today as you must know the total range of your interest in you must be prepared to serve all of them equally well and not allow yourself to get tangl
So if youd be good enough to withdraw your language in the appropriation bill or tell mr. Mccarthy to do that, that would be a good first start for us. We are not going to get 1 as long as there is a long voyage language in the appropriation bills that says no federal money can be spent on california high speed rail. That does not help us. That does not help but get any more product money to the project. That is why i say we are looking for private investment. Amendments are not meant to help you. They are meant to stop this product until we see a plan terry we have been talking about this for two years. But something i can bring back to my state, my district and say this is the plan. Like the last time we talked about it, i suggested he said that with mr. Dan richard and go over the plan and review it. I would be happy to have mr. Iraq mr. Richard sit down with you and review what the plan is. If he does that, would you withdraw your language . When you can jammeh this project is full
It sets the framework we are now operating under and we will be looking at a reauthorization in the next congress and it is very important. Let me say whether we abuilding highspeed rail, innercity Passenger Rail, transit services, any kind of infrastructure highways you would not want to build the four lane highway where there are no passengers or vehicles with access that you would not want to build a city Transit System where you dont have adequate capacity and passengers to use that facility, the same thing holds true anymore with passenger service. When i heard president obama and this administration, beginning to promote high speed rail, unfortunately most of the money, the 10 billion, does not go for highspeed rail. They chose instead to support almost 150 projects and that number is growing and a lot of that money has been left behind. In fact, most of the money that has been read dedicated to high speed rail has been sent back by states including my state, the state of florida

We are so happy to have two former National Security advisers who have had long experience in Public Policy and before and since their roles in government. I, of course, knew tom all the way back when i was first going to the state department and you were working with warren christopher, and steve from all the years in the white house, and of course, with National Security adviser role when secretary rice was secretary of state. So, thank you all so much. Weve had a great kickoff to this from jack lew. First, lets talk about, since he raised the questions of sanctions, and it is so top of mind right now with russia and with ukraine, steve, first to you. How effective have we been in mobilizing europe against russia . Weve seen the effects, the economic effects with the ruble, but how is ha translated into effecting Vladimir Putins behavior . Well, you dont know. One of the Grea
