The suit alleges officers tackled a woman, sending her to the hospital and tased a man in the groin when they pulled the pair over for a shoplifting call. The ACLU said the couple didn t even fit the suspect description. Papillion said an external investigation found no criminal activity by police. The 11-page lawsuit outlines what the two say happened the night of December 26.
