Alicia dela Rosa-Bala (Screenshot courtesy of CSC-Region 5) MANILA - Alicia dela Rosa-Bala will end her fixed term Wednesday as head of the Civil Service Commission (CSC), the central human resource (HR) agency of the Philippine government. Bala was appointed by the late president Benigno Aquino III in October 2015, with expertise and years of experience in social work. She introduced policies and programs that empowered and uplifted civil servants, promoted social change and development, and spread bringing malasakit (concern) to public sector HR management. Under her helm, the CSC promulgated guidelines to institutionalize occupational safety and health and mental health programs in the public sector. It also issued rules on mandatory random drug testing among civil servants in support of the government's anti-drug campaign. In an interview on Tuesday, CSC-Bicol director, lawyer Daisy Punzalan Bragais, said the examination is limited to those who are employed in the government regardless of employment status and those under contract of service and job orderin agencies that coordinated with the CSC. "Regionwide, we already have more than 5,000 applicants and we need to determine how many can we accommodate since there are limitations because of the pandemic," Bragais said. The examination will be conducted in six provinces in the region. Bragais added that CSC Bicol is also mulling the possibility of opening to the public on April 21 to 28 the application for the June 19 CSE-PPT. (PNA) }
